Yes, those config options are there for 6-8 years only their meaning changed 2-3 years ago when new traction module was implemented.

So finally I moved the train to Ostrow! I found the scenery is nearly finished, why does not exist a scenario from Ostrow to Lodz?

Author wants to finish decorations to Ostrów before writing such thing. For the same reason that sceneriu you're talking about was removed from latest beta version.
Also whole traffic control should be rewriten as in the last years bunch of new options was added to our event script language and it could be done using much simpler and more reliable algorythms now.
